PREAMBLE
The ICTF is building towards setting the highest standards in both technique and organizational excellence. In order to be a professional organization the ICTF must have rules and those rules must be adhered to. Other organizations may allow exceptions for "friends" or senior belts, but that only creates issues and shows the lowest level of integrity for a group.
The ICTF does recognize that 95% of the membership supports tournaments in some fashion. Members either compete, help organize, referee, volunteer or send students to at least one event per year. The 5% of the membership that do not participate in any way still have a duty to know and understand the concepts of competition. If only to be able to pass that information on to other club members in an accurate way. In addition, allowing members to avoid competition actually decreases their experience in Taekwon-do. Without the stress test of competition the student will never be able to fully comprehend how their techniques can work, nor will they learn a true life lesson that competition can teach you. How to win gracefully and/or how to accept defeat or loss. Those that do not compete are missing out on a very important portion of their Taekwon-do training and instructors should try to encourage participation at all times.

Just like a black belt should know how to perform pattern, how to spar, how to break boards, and be able to perform self-defense tactics, they must also know the rules of competition. In keeping within the rules and direction of the Federation, all black belts must be certified referees. To allow a small "loop hole" for the 5% of the membership that don't do tournaments in any way, there is now a non-participation certification for referees. This certification is a one time affair. It is done on line and lasts for the entire career of the bu-sabum. Any person who wishes to advance into the sa-bum level would have to take a referee course but at that point it would be a positive career choice anyway

GUIDELINES
Any person who chooses to become a non-participation certified ICTF referee will be able to test for first to third degree black belt and receive an ICTF certificate. If they wish to progress to fourth degree they will have to obtain a C level referee certificate by taking a referee course and passing the exam. The non-participation certified referee will not be able to attend tournaments in any way. They will not be allowed to assist, coach, compete,referee, volunteer, or organize at any ICTF sanctioned event. By taking this certification they are making their intention known that they have no interest in competition in any fashion.

Read the compressed rules document above. Answer the 25 question exam. Each answer is worth 4 marks. You need 75% to pass. Send in the answers along with your fee of $50. When you pass you will receive your certificate via e-mail. Your name will be added to the referee data base so any black belt certificates will be processed without delay.
